European Union · How it works
How the European Union rail and metro market works
Everything here is free. One market edition opens in full with one email. Open your free edition
EU rail is national systems under a common rulebook. The Commission (DG MOVE, CINEA) sets policy and co-funds through CEF and TEN-T; the ERA authorises vehicles and ERTMS; Europe's Rail funds R&D. Each member state has a state-owned infrastructure manager (DB InfraGO, SNCF Réseau, RFI, Adif, PKP PLK) separated from state and private operators, a national regulator (ART in France) and regional or municipal authorities that own metros, trams and regional lines. Above-threshold notices go to TED; the OEMs are European (Alstom, Siemens, Stadler, CAF, Talgo, Škoda, PESA, Newag) with plants across the bloc.
Tender floor: notices below €5 million do not enter the Atlas or the feed.

The company's own key-figures page writes the same change as 'Edelaraudtee AS', and TTJA, the Government's action plan and the regulator use that form too, so both spellings appear on the public record and this file uses the register's. It is not a direct subsidiary of the holding: the group's 2025 annual report records that SŽ-Tovorni promet is 100 per cent owned by SŽ EP Logistika d.o.o., which is in turn 51 per cent owned by Slovenske železnice d.o.o. The report names the strategic partner only by the abbreviation EPLI, glossed in its own list of abbreviations as EP Logistics International, and dates its entry to January 2022; it nowhere states a 49 per cent holding and nowhere attributes a stake to a named party — the 49 per cent is derivable only from the non-controlling-interest note, where the EPL group's total equity of €200,942,436 at 31 December 2025 carries a non-controlling interest of €98,461,794. The variant name “SŽ – EP Logistika” does not appear in the report |

CFL is at once the passenger and bus operator, the parent of the freight and logistics companies, and — through its Direction Gestion Infrastructure — the infrastructure manager for the State. On TED it advertises under several buyer strings: 'Société Nationale des Chemins de Fer Luxembourgeois', 'Service Gestion Infrastructure. Division Planification Ressources', 'Service Coordination Achats' and, in one notice, 'Société Nationales des Chemins de Fer Luxembourgeois' |

Its own annual report states that it is a public transport company owned 100 per cent by the Estonian state and that the company falls within the administrative area of the Regionaal- ja Põllumajandusministeerium — not the transport ministry |

It is the company that took over the freight and repair business of the state company AS Operail — that legal entity, registry code 11575850, survives under the name AS Raudtee Varad — the business passing to the new owner on 10 December 2024, and it describes itself as a company based on Estonian ownership continuing on the railway as a private company from December 2024. Its register status as the business register published it on 14 September 2026 is 'Registrisse kantud', entered in the register. The same record carries the register's flag that the legal person has unfiled annual reports: the report for the period 17 October 2024 to 31 December 2025 is shown as 'Esitamata', not filed, against a deadline of 30 June 2026. The record also prints the line 'Juriidilise isiku kohta on avaldatud väljaandes Ametlikud Teadaanded teade kustutamise kohta' — a notice concerning deletion has been published about the legal person — but the same register view prints that line on the records of AS Eesti Raudtee and Edelaraudtee aktsiaselts as well, the record's own Ametlikud Teadaanded panel is empty under the line 'Ametlike Teadaannete kontroll ebaõnnestus' (the Ametlikud Teadaanded check failed), and a search of Ametlikud Teadaanded for registry code 17093388 on the same day returns two 2024 merger-control notices from Konkurentsiamet and no notice of deletion |
