The safety, licensing and conformity authority for Romanian rail. ASFR, an independent body functioning within AFER, grants safety certificates — Part A of a certificate it issues is valid in the other EU member states, and ASFR recognises Part A certificates issued elsewhere. OLFR, also within AFER, grants railway transport licences under Law 202/2016, GD 361/2018 and OMT 683/2017 on AFER's charges, and recognises licences granted in other member states. ONFR is the notified body for interoperability assessment.
