How the market works
EU rail is national systems under a common rulebook. The Commission (DG MOVE, CINEA) sets policy and co-funds through CEF and TEN-T; the ERA authorises vehicles and ERTMS; Europe's Rail funds R&D. Each member state has a state-owned infrastructure manager (DB InfraGO, SNCF Réseau, RFI, Adif, PKP PLK) separated from state and private operators, a national regulator (ART in France) and regional or municipal authorities that own metros, trams and regional lines. Above-threshold notices go to TED; the OEMs are European (Alstom, Siemens, Stadler, CAF, Talgo, Škoda, PESA, Newag) with plants across the bloc.

- TEN-T
- Trans-European Transport Network core (2030) and comprehensive (2050) network obligations.
- EU High-Speed Rail Plan
- Commission plan of 5 November 2025 to complete a faster high-speed network by 2040, with a High-Speed Rail Deal to mobilise investment.
