The network statement states it in one line: 'The function of the independent national regulatory body for the railway sector will be fulfilled by l'Institut Luxembourgeois de Régulation (ILR), hereinafter The Regulator. Any applicant wishing to do so may bring a matter before the Regulator if it considers itself having been unfairly treated, discriminated against, or having suffered from any other prejudice.' The ministry's own list of rail-sector actors names the ILR as 'Régulateur' alongside the ACF as national safety authority and the Administration des enquêtes techniques as the investigating body. The appeal route against the allocation and charging decisions of the ACF therefore runs to the ILR, not back to the ministry.
