Elron carries domestic passengers over the Eesti Raudtee and Edelaraudtee networks under a public service contract with the state, and runs the international Tartu–Riga service under a contract with the Ministry of Climate concluded on 22 December 2025, with the direct line beginning on 12 January 2026: the operator's release of that day records the first departure from Tallinn at 14.50 on 12 January and the first departure in the Riga–Tartu–Tallinn direction at 7.38 on 13 January. Its 2025 annual report records that it served passengers on sixteen lines — six worked by electric units and ten by diesel units — that the total length of the railway lines it uses is 748.245 km of which 174.886 km is electrified, and that its fleet is 20 diesel units (six four-car, eight three-car and six two-car) and 18 electric units (six four-car and twelve three-car), the Stadler units delivered in 2013 and 2014. Sixteen new Sǩoda electric units are being delivered against a contract concluded in 2022: thirteen had arrived by the end of 2025 and entered service on the Tallinn–Kloogaranna line, operation was extended to the Tallinn–Tapa line early in 2026, and the operator plans to open the Tallinn–Tartu line with the new fleet at the end of 2026. It carried 7.66 million passengers in 2025 against 7.93 million in 2024, about 270,000 fewer, with schedule adherence across all trains of 98.16 per cent against a strategic target of 98.75 per cent, which it attributes to speed restrictions and line closures from the Tapa–Tartu and Lagedi–Aegviidu infrastructure works. Its busiest lines in 2025 were Tallinn–Turba with 1,395,905 passengers, Tallinn–Paldiski with 1,345,454 and Tallinn–Aegviidu with 824,961. Statistics Estonia’s own series puts 2025 at 7,678,700 passengers and 342.4 million passenger-kilometres. Elron is the contracting authority for the joint Baltic procurement of Rail Baltica regional rolling stock on behalf of itself, Latvia’s Vivi and Lithuania’s LTG Link.
