The Latvian rail regulatory body. The Network Statement 2027 names it as the regulatory body to which an applicant may complain under the Railway Law, and as the administrator of the national register of railway infrastructure kept under Cabinet Regulation No. 489 of 29 December 1998. It licenses carriers, keeps the national rolling-stock register, protects passenger rights, supervises the market and reports annually on whether LatRailNet meets the independence requirements. It publishes the quarterly rail transport statistics for Latvia, anonymised and collected from the carriers under Section 32(2) of the Railway Law: in the second quarter of 2026 those show 2,019,180 passenger train-kilometres and 193,407,742 passenger-kilometres, against 1,907,693 tonnes and 499,263,750 tonne-kilometres of freight.
