The network statement puts the mandate plainly: the national railway infrastructure is managed for the State of Luxembourg by CFL under the Grand-Ducal regulation of 6 November 2009 approving the infrastructure management contract and the convention signed on 7 May 2009 between the State and CFL, and CFL as infrastructure manager is responsible among other things for traffic regulation. What CFL as manager does NOT do is allocate or price capacity: under the amended law of 6 June 2019 those functions belong to the Administration des chemins de fer. A new infrastructure management contract for 2026 to 2040 was signed between the State and CFL at the end of 2025, allocating means against performance criteria. The network it manages is 100.319 km of single track and 160.327 km of double track, entirely standard gauge, entirely category D4 at 22.5 t per axle and 8.0 t per metre, with GSM-R commissioned on 9 December 2018.
