The national rail freight operator and, on its own description, the largest single rail freight carrier in Croatia, providing public transport of goods in domestic and international rail traffic and traction services. At the end of the second quarter of 2026 the regulator recorded HŽ Cargo at 35.7 percent of tonnes carried and 40.8 percent of tonne-kilometres in a market of 20 registered freight operators, 15 of them commercially active; HŽ Cargo's own volumes fell 2.9 percent year on year while the rest of the market grew 17.3 percent. Over the full year 2025 it carried 5.12 million tonnes, 830 thousand tonnes and 14 percent less than in 2024 and, in its own words, the smallest volume in the past ten years, on 4,932 full trains; it employed 930 people and recorded a loss of EUR 12.02 million on total revenue of EUR 60.81 million. Its fleet at 31 December 2025 was 123 locomotives owned — 65 operational and 58 inactive — plus six leased Siemens Vectron class 6193, with the operational locomotives averaging 52.03 years, and 2,747 wagons of which 2,159 active, averaging 37.79 years; 1,583 wagons have been fitted with LL composite brake blocks at a published cost of EUR 2.6 million over two years. A strategic-partner process opened by a government decision of 16 February 2023 had received two bids by 31 August 2025, with a final decision expected in the first half of 2026. It owns the wagon-maintenance company Održavanje vagona d.o.o. outright.
