The rail safety authority. It issues single safety certificates to railway undertakings, safety authorisations to the infrastructure manager, vehicle and vehicle-type authorisations, approvals for placing infrastructure subsystems in service, ECM certification for entities in charge of maintenance, train driver licences and assessment-body designations, and it keeps the vehicle registers; it also runs the rail system inspectorate, EC conformity assessment, the common safety methods and the national rules, and is the Croatian counterpart to the European Union Agency for Railways on ERTMS. It operates under the Railway System Safety and Interoperability Act (NN 63/2020) with administrative supervision by the Ministry of the Sea, Transport and Infrastructure, and it publishes that every application for approval of trackside ERTMS equipment goes to the European Union Agency for Railways through the One-Stop Shop, charged at EUR 130 per hour under Regulation (EU) 2018/764, for all ERTMS equipment tenders published after 16 June 2019. HŽ Infrastruktura's contracts make its authorisation to place in service a deliverable: the 68-level-crossing package requires the contractor to obtain it.
