Under section 143(4) of the Railway Act TTJA is competent for the upkeep of railway structures and rolling stock and the organisation of rail traffic, for supervision of safety management systems, for issuing the licences listed in section 12(1) points 4 and 5, for the driver-licensing chapter and for the interoperability chapter; section 143(5) adds that it supervises single safety certificates, safety management systems and the trackside control-command and signalling, energy and infrastructure subsystems under Article 17 of Directive (EU) 2016/798, which is the national safety authority function. It keeps the Estonian railway traffic register of rolling stock, publishes the annual railway safety authority report to the European Union Agency for Railways and the accident statistics, and assesses the conformity of on-board ALSN equipment before first use on the Eesti Raudtee network. Estonia is unusual in that the charge-setting function sits with the safety authority and not with the regulatory body: under section 106 of the Railway Act TTJA determines the infrastructure charge and the mark-ups from the methodology and the manager's accounting data and collects the charges, and under section 107 it takes over the capacity allocation body's tasks where the manager is not independent of a railway undertaking. On 13 August 2026 it determined the charges for the 13 December 2026 to 12 December 2027 timetable period, including the Eesti Raudtee minimum access package at EUR 0.53 per train-kilometre plus EUR 0.00326 per gross tonne-kilometre and the Edelaraudtee AS rate of EUR 0.00845 per gross tonne-kilometre.
