Edelaraudtee is the second public-railway infrastructure manager in Estonia and the only one not in state hands. Its Network Statement for the 13 December 2026 to 11 December 2027 period states that it is the holder of the public railway network on the Tallinn-Väike–Lelle–Türi–Viljandi, Lelle–Pärnu and Liiva–Ülemiste lines, about 222 km in all, with main-line track of 1520/1524 mm gauge. The rail types on main tracks, including in stations, are R65, R50, 49E1, 54E1 and 60E1, with R50 and R43 on station sidings, on wooden and reinforced-concrete sleepers and crushed-stone ballast. Actual axle load on any vehicle may not exceed 25 tonnes. Safety is secured by the combined use of combined route block, electrical interlocking of points and signals, and level-crossing automatic signalling with automatic barriers, with one-engine-in-steam working on the Lelle–Pärnu section. The document contains no electrification section and the strings ETCS and ERTMS appear nowhere in it. The network interfaces with Eesti Raudtee at two points, between Tallinn-Balti and Tallinn-Väike at km 3+001 and between Liiva and Ülemiste at km 5+148. The regulator publishes the length differently: Konkurentsiamet's rail page gives Edelaraudtee Infrastruktuuri AS 223.8 km, and the company's own 'Meist' page gives 217.9 km against about 222 km on its key-figures page and 221.9 km in the network statement's own annex. Every figure is carried as its own source publishes it and none is reconciled here.
