EUR 2.38bn of valued rail contracts in execution — EUR 2,383,399,033.28 across 44 records, the earliest concluded on 9 August 2022 and the latest on 17 August 2026, of which EUR 1,858,732,909.83 across 28 records is Rail Baltic Estonia and EUR 450,888,607.52 across 13 records is Eesti Raudtee. Within that, EUR 1.56bn is Rail Baltica main-line works across twelve records including the EUR 932.0m alliance pair, whose figure includes the strategic-materials purchase option, and EUR 250.9m is Eesti Raudtee electrification. Neither Estonian network statem…no Class A system installedNeither Estonian network statement contains the string ETCS or ERTMS anywhere in its 77 and 34 pages, and neither does the Government-approved action plan for the development of the public railway infrastructure 2021–2028. What AS Eesti Raudtee declares is automatic block, semi-automatic block, combined route block, level-crossing automatic signalling and the ALSN automatic cab-signalling system: the infrastructure is equipped with 50 Hz ALSN lineside equipment, every locomotive and multiple unit must carry an on-board system able to receive ALSN codes, and in 2023–2027 the manager is changing over to 25 Hz ALSN coding with both frequencies in use during the transition, starting on the Aegviidu–Tapa–Tartu section. Interlockings are relay systems ЭЦ-9, ЭЦ-12 and ТР-66 with Siemens Simis IS at Narva, Koidula, Reola, Vastse-Kuuste, Põlva, Veriora and Orava and Mipro at Tallinn-Balti, Pääsküla, Keila, Klooga, Paldiski, Vasalemma and Riisipere. The Estonian section of Rail Ba…213 km, whole route under contractThe Estonian section of Rail Baltica is 213 km of the 870 km Baltic route. The implementing body stated on 17 December 2025 that the whole main line from Tallinn to the Estonian–Latvian border is now covered by construction contracts, that more than 100 km is in active construction, that land acquisition is completed or legally secured on about 86 per cent of the route, and that financing commitments of about EUR 1.1 billion have been signed; the Ministry of Climate repeated the first two of those on 19 May 2026. The last environmental impact assessment, for the 45 km Pärnu–Kabli section, was declared compliant by TTJA in August 2026, and the implementing body's stated aim is to create readiness to open traffic on Rail Baltica in 2030

AS Eesti Raudtee's electrificat…3 kV DC to 25 kV AC, 800 km targetAS Eesti Raudtee's electrification project is costed at EUR 273.9 million with EUR 192.0 million of Cohesion Fund and EUR 81.9 million of national co-financing, runs from the first quarter of 2022 to 30 June 2028, and aims to extend electrified track to 800 km, with a first stage to about 500 km made up of about 121 km of existing contact line reconstructed and about 379 km of new contact line on the Tallinn–Tartu, Tapa–Narva and Lagedi–Muuga sections. The contact-line supply voltage declared in the network statement is still 3 kV DC from four traction substations at Järve, Keila, Raasiku and Riisipere, with a new 25 kV AC system planned for introduction in 2026 on Aegviidu–Tapa and Tapa–Tartu and at Tapa station from two substations at Tapa and Jõgeva. Statistics Estonia's rail serie…6.17m tonnes in 2025, down from 21.34m in 2019Statistics Estonia's rail series puts goods carried at 6,174.9 thousand tonnes in 2025 against 21,340.9 thousand in 2019, and freight turnover at 485.2 million tonne-kilometres against 2,160.3 million. AS Eesti Raudtee records 2.87 million tonnes carried on its own network in 2025, almost the same as 2024, of which Operail carried 36 per cent against 54 per cent in 2024; local traffic fell while import and export traffic grew, and the goods carried are mainly mineral fuels, oil shale, grain and vegetable oils. Freight trains ran 472,000 train-kilometres in 2025 against 539,000 in 2024 and did 892 million gross tonne-kilometres of the network's 1,709 million. The manager's own stated cause is the sanctions regime: its 2025 report records that the owner instructed it in April 2022 to assess the ethics of business relations with Russian and Belarusian undertakings and to give up those not strictly necessary, that compliance with sanctions brought a continuing fall in volumes in Latvia and Lithuania while Estonian volumes held level, and that the infrastructure has settled into a transformation from a mass-freight railway into a European passenger railway

Statistics Estonia puts 2025 at…7.68m passengers in 2025Statistics Estonia puts 2025 at 7,678,700 passengers and 342.4 million passenger-kilometres, against 7,929,800 and 382.4 million in 2024. Elron's own report gives 7.66 million passengers in 2025 against 7.93 million in 2024, about 270,000 fewer, and attributes the fall to the reconstruction works: passenger numbers grew 6 per cent on the western direction where the works were finished between 2018 and 2023 and fell 17 per cent on the eastern, 4 per cent on the south-western and 12 per cent on the southern directions while Tapa–Tartu was electrified and the Tallinn–Tapa contact line renewed. Its busiest lines were Tallinn–Turba with 1,395,905 passengers, Tallinn–Paldiski with 1,345,454 and Tallinn–Aegviidu with 824,961. Schedule adherence across all trains was 98.16 per cent against a strategic target of 98.75 per cent. Eesti Raudtee records 6.59 million passengers on its own infrastructure in 2025 and 5.16 million passenger train-kilometres, 91.6 per cent of all train movement on the network, and states in the same report that 'Rahvusvahelist reisirongiliiklust aastatel 2021–2025 ei toimunud' — no international passenger train service ran in the years 2021 to 2025. That is Eesti Raudtee's statement and it is about through trains. Elron publishes that a Tallinn–Tartu–Riga–Vilnius passenger rail connection opened on 6 January 2025 with Vivi and LTG Link, worked as a change-of-train connection at Valga and again at Riga for the Vilnius leg, and that over 16,000 passengers used it in its first year to travel from Estonia to Latvia or Lithuania or the other way. The first through train, the direct Tallinn–Tartu–Riga service, ran on 12 January 2026 and was used for 8,287 international journeys to the end of June 2026

TTJAEUR 0.53 per train-km on the main networkTTJA, not the regulatory body, sets the infrastructure charges in Estonia, under section 106 of the Railway Act. On 13 August 2026 it determined the rates for the 13 December 2026 to 12 December 2027 timetable period: the AS Eesti Raudtee minimum access package at EUR 0.53 per train-kilometre plus EUR 0.00326 per gross tonne-kilometre, and Edelaraudtee AS at EUR 0.00845 per gross tonne-kilometre. The authority's stated purpose is to continue targeted discounts to make rail more competitive for freight, to create new and retain existing freight flows and to move traffic from road to rail, and it records that rail freight volumes remain low. The discounts include a continuing surcharge reduction for trains to or from third countries where the origin or destination is Kazakhstan or Uzbekistan on the Valga/Koidula–Muuga/Vaivara or Narva–Muuga sections, and a rate of EUR 0.00171 per gross tonne-kilometre for Rail Baltica spoil and aggregate on named sections of both managers' networks. A new charging methodology came into force on 1 March 2026 requiring the charges to be set at least four months before the timetable period begins. Eesti Raudtee's published series of infrastructure charge income runs EUR 29.3 million in 2021, EUR 24.7 million in 2022, EUR 23.1 million in 2023, EUR 22.8 million in 2024 and EUR 24.3 million in 2025, and 22.6 per cent of the 2025 charge income for core services came from freight undertakings against 25.1 per cent in 2024, the freight share falling 2.7 per cent over the year while the passenger share rose 11.5 per cent

The Estonian exposure to the line-wide side is visible in the consolidated ballast framework RBR2022/14, advertised by RB Rail AS on 19 July 2022 in six delivery-region lots — lot 1 Tallinn and lot 2 Pärnu in Estonia, lot 3 Iecava and lot 4 Skulte in Latvia, lot 5 Panevėžys and lot 6 Kaunas in Lithuania — and resolved on 16 March 2026 in three award notices on one procedure identifier. The Iecava lot was awarded at EUR 53,625,000 to Baltic Stone Terminal OU with Bremanger Querry AS and Graniet Import Benelux BV; the Panevėžys lot closed without a winner on chan-need; and the Pärnu, Skulte and Kaunas lots closed without a winner on 'other'. It records that the three states decided to deliver the project in two phases so as to keep the 2030 deadline set in EU law and to manage the increased costs, that the first phase is to be completed at least five years later than the original schedule and in reduced scope — local stops built later or to minimum functionality, one pair of rails in places rather than two — and that this reduces the estimated costs to 2030 in Estonia from EUR 4 billion to EUR 3.1 billion, in Latvia from EUR 9.6 billion to EUR 6.4 billion and in Lithuania from EUR 10.2 billion to EUR 5.4 billion, with the additional funding needed for the whole project falling to EUR 10.1 billion of which EUR 1.8 billion is Estonia's share.
