Aktsiaselts Merko Ehitus Eesti is the only economic operator named, on both winner-name and organisation-name-tenderer, and no subcontractor is named. The buyer's own release of May 2025 gives the contract sum plus VAT, states that the building rises across Suur-Sõjamäe street, the Rail Baltica alignment and the Eesti Raudtee eastbound infrastructure to a height of up to 20 m with a 180 m central structure and three platforms totalling 1,250 m of which about half is canopied, that construction began in November 2025 and that handover is planned for October 2028, and that the contract is financed from the EU Cohesion Fund and the Connecting Europe Facility. The terminal was named Linda by public competition and was designed by Zaha Hadid Architects with Esplan.
