The Ministry of Climate is the competent state authority responsible for the railway sector under section 80(1) of the Railway Act. Its governing area covers transport, including carriage, international public transport, transit, logistics and transport infrastructure, traffic management including traffic on railways, and the planning and implementation of transport systems, mobility and mobility services. Under section 73 of the Railway Act it draws up the action plan guiding the development of the public railway infrastructure, which the Government approves for at least a five-year period, and under section 80(1) it concludes contracts of at least five years with the infrastructure manager. It concludes public service contracts with railway undertakings, participates in fare and price policy, and is one of the six supervisory bodies listed in section 143(1) of the Railway Act. It is the sole shareholder of OÜ Rail Baltic Estonia and the holder of AS Raudtee Varad, and Transpordiamet sits in its governing area. Its own rail page states that Estonia has over 2,000 km of railway and gives 1,540 km of public railway, 624 km of non-public railway and 132 km of electrified railway; Statistics Estonia's register series for 2024 gives 2,124 km in all, 1,494 km public and 233 km of electrified running track, and the divergence is carried rather than reconciled.
