Complete: the Old City Harbour tram track opened in November 2024 and ordinary tram service on the new track began in December 2024, and the airport and Ülemiste City tram connection reopened in August 2026 with two lines at ten-minute intervals once the underground tram tunnel at the Rail Baltica passenger terminal was finished. Contract concluded August 2022 with two tenders received; contract modification notice of July 2023 and contract modification notice 794993-2023 of December 2023 carrying the current contract value. The buyer's published reason for the second modification is that the client and the co-financier needed additional construction works that were not covered in the procurement documents and whose necessity emerged while the working design was being prepared, and that changing the contractor would cause the client significant additional cost. The City of Tallinn's own announcement of November 2024 puts the cost of the Old City Harbour tram line construction works, including VAT and owner's supervision, as published, with the European Union financing part of it from the NextGenerationEU recovery instrument; those are wider figures for the project than the tax-exclusive contract value on the notice and both are stated.
