Its 2025 annual report records the programme as behind schedule: the 2025 goal of bringing the new traffic management system into use on the Tapa–Tartu line was recorded as not met with the contractor late, the board statement records that the consortium ran into difficulty with safety-requirement assessment and technical documentation, and the partners have confirmed that the Tartu direction will be finished in the autumn of 2026 and the Narva direction by 2028. The Tapa station systems were completed at the end of 2025.
