Lot 1 is titled 'Allianss 1 Ülemiste-Pärnu lõik' and lot 2 'Allianss 2 Pärnu–Ikla', with values recorded on BT-720-Tender, and a combined value recorded on total-value, result-value-notice and BT-161-NoticeResult. The buyer's own release of the same day puts the works at a published figure for Alliance 1 and for Alliance 2, with a combined figure published, and states that with the additional option to buy strategic materials — rails, sleepers, turnouts and ballast — the total cost may reach a further published figure. The two sets of figures are therefore the same contracts on two different scopes, not a divergence, and both are stated. Lot-to-holder attribution is readable: winner-name lists twelve organisations and tendering-party-leader flags the first and the eighth, splitting the list into a block of seven and a block of five that match the buyer's own published membership lists exactly.
