Romania's recovery and resilien…EUR 28.5bn recovery plan · all milestones due by August 2026Romania's recovery and resilience plan is worth EUR 28.5bn. The Commission's page gives EUR 13.6bn of RRF grants (including the Brexit Adjustment Reserve transfer and the REPowerEU grant) and EUR 7.8bn of RRF loans in its summary, while its own text gives RRF and REPowerEU grant allocations of EUR 12.1bn and EUR 1.4bn plus EUR 14.9bn of loans for the same total. Only the body-text figures come close to reconciling — 12.1 + 1.4 + 14.9 = 28.4 — while the summary box sums to EUR 21.4bn, so the box is the figure to distrust; both are recorded because the page carries both. The plan holds 111 investment streams and 66 reforms, 44.1 per cent of it supporting climate objectives and 21.8 per cent the digital transition. It was approved by Council on 29 October 2021 and revised on 8 December 2023 to add a REPowerEU chapter, with EUR 1.8bn of pre-financing disbursed. The Regulation requires all milestones and targets in national plans to be completed by August 2026 — the deadline against which CFR SA's twelve PNRR rail projects are being judged. No rail sub-envelope is published.
