EUR 1.33bn of valued rail records tracked since January 2024 — EUR 1,333,642,020.48 across 26 records, of which EUR 1,326,662,127.48 is contract awards and EUR 6,979,893 a single contract modification — with EUR 733.8m of it Rail Baltica mainline works in six sections and EUR 232.2m a single group-internal electric locomotive purchase. Alongside that sit 26 standing dynamic purchasing systems open for supplier admission today, whose published ceilings total between EUR 2.21bn and EUR 2.95bn depending on two records that publish two figures each; those ceilings are spending headroom to 2027–2035, not committed money, and they overlap the award total by the EUR 621.5m already called off inside the Rail Baltica works system. Seven competitions — the Panevėžys–LT/LV border design package, the Stasylos signalling design-and-build, the Rail Baltica regional train order, the Berčiūnai–Joniškėlis design expertise, the Kaunas–Šveicarija works of November 2024 and RB Rail's two Lithuanian design packages — carry no published value at all

Seven Lithuanian rail procedure…7 procedures and one lotSeven Lithuanian rail procedures in the tracked set closed without a winner, and each carries the buyer's own non-award justification from the Commission's vocabulary rather than a bare cancellation. Two on ins-fund, a decision of the buyer because of insufficient funds: RB Rail's design and construction-supervision packages for Vilnius node–Kaunas node (February 2025) and for the Kaunas urban node (August 2025). One on all-rej, all tenders withdrawn or found inadmissible: the Rail Baltica Kaunas–Šveicarija works (No. 22006, November 2024). Two on chan-need, the procurement no longer needed: the Rail Baltica maintenance depot design competitions at Kaunas (27771) and Panevėžys (27770), both terminated on 23 May 2025. Two on other, with no further reason published: the two successive Juodšiliai–Rūdninkai electrification procedures, both terminated on 10 September 2026. One further lot rather than a whole procedure closed with no winner on other — the second lot of RB Rail's consolidated rails framework RBR2021/15, whose first lot went to Saarstahl Rail SAS. None of the seven publishes a value
