The Ministry of Transport, Communications and Works' own English list of its departments, authorities, boards and committees contains no rail department, no rail regulator and no national safety authority. It groups its units under three headings: Administration (the Directorate of Control and the Joint Rescue Coordination Center), Departments (Public Works, Electrical and Mechanical Services, Road Transport, Civil Aviation and Postal Services) and Authorities / Boards / Committees (three licensing authorities — the Air Transport Licensing Authority, the Licensing Authority and the Licensing Renew Authority — the Cyprus Ports Authority, the aircraft and marine accident investigation bodies and the Council for the Registration of Building and Civil Engineering Contractors). Not one of them is rail. A former alignment survives as public land: the Department of Town Planning and Housing has tendered 'Δημιουργία Γραμμικού Πάρκου στην Παλιά Σιδηροδρομική Γραμμή στην Κοινότητα Κοκκινοτριμιθιάς' — creation of a linear park on the old railway line at Kokkinotrimithia — twice: first as 19/2023, which closed for bids on 9 February 2024 and which the register records as Ακυρώθηκε (cancelled) with no award; and 72/2024, the reissue, which closed on 27 September 2024 and which the register records as Ανατεθειμένο (awarded) on 29 August 2025.

On 27 January 2026 the Public W…One rail contract: a preliminary feasibility study, about EUR 75,000, awarded 20 April 2026On 27 January 2026 the Public Works Department published a services contract, ΚΠΣ/5/2026/Υ(ΣΔ), 'Παροχή υπηρεσιών για την εκπόνηση Προμελέτης Σκοπιμότητας Σιδηροδρομικών Μεταφορών στην Κύπρο' — provision of services for the preparation of a preliminary feasibility study on rail transport in Cyprus. Bids closed at 11:00 on 9 February 2026 and were opened at 11:30 the same morning; the portal's public bid-opening record publishes four bids, and the register records the contract as Ανατεθειμένο (awarded) with an award date of 20 April 2026. It was run as a Συνοπτική Διαδικασία, the Cypriot summary procedure for below-threshold contracts, which is why it does not appear on TED. This is the whole of the Cypriot rail procurement record.

Three EU rail instruments name…Named and exempted in three EU rail instruments — partially, not whollyThree EU rail instruments name Cyprus and Malta and disapply their obligations while neither has a railway, and each disapplies a different amount. Directive 2012/34/EU on the single European railway area, Article 64(2), final subparagraph: 'The obligations for transposition and implementation of Chapters II and IV of this Directive shall not apply to Cyprus and Malta for as long as no railway system is established within their territory' — Chapters II and IV only, not the whole Directive; recital (85) gives the reason, that such Member States 'would be subject to a disproportionate and pointless obligation'. The interoperability Directive (EU) 2016/797, Article 57(5), disapplies a named list of Articles — 13, 14(1) to (8), (11) and (12), 15(1) to (9), 16(1), 19 to 26, 45, 46 and 47, 49(1) to (4) and 54 — 'for as long as no rail system is established within their territories'. The railway safety Directive (EU) 2016/798, Article 33(4), disapplies the whole Directive on the same condition. Both 2016 Directives carry the same trigger, in words that are identical as far as the deadline and then diverge: 'as soon as a public or private entity submits an official application to build a railway line with a view to its operation by one or more railway undertakings, the Member States concerned shall put in place measures to implement' the provisions — 'within two years of receipt of the application' in Directive (EU) 2016/797, 'within 2 years of the receipt of the application' in Directive (EU) 2016/798. This is why a reader finds no Cypriot safety authority, no network statement and no licensed railway undertaking: the law that would create them does not yet bind Cyprus.

Cyprus is on the trans-European…On the TEN-T network through ports and airports; the rail provisions are disappliedCyprus is on the trans-European transport network through its ports and airports, and the Regulation expressly takes the rail provisions off it. Regulation (EU) 2024/1679, Article 65 (Exemptions): 'The provisions relating to railways, and in particular any requirement to connect airports and ports to railways, as well as the provisions related to multimodal freight terminals shall not apply to Cyprus, Malta, islands and outermost regions for as long as no railway system is established within their territory.' Recital (98) states the same. The Annex II node table lists, for CY, Lefkosia, Lemesos (with a Core port including Zygi), Larnaka and Pafos. The word 'Cyprus' occurs three times in the whole Regulation — recital (98) and twice in Article 65 — and Cyprus appears nowhere in the Annex III alignment of any European Transport Corridor. There is no Cypriot rail corridor to invent.

Nothing was open for bids on either TED deadline field on 14 September 2026. Nothing rail has ever reached TED from a Cypriot buyer; the country's one rail-scope contract, the 2026 preliminary feasibility study, was let below the EU threshold on the national portal and is carried in this file.

Cyprus's national portal is epr…CAPTCHA-gated search, but one open register — and that is where the study was foundCyprus's national portal is eprocurement.gov.cy. Its Σύνθετη Αναζήτηση (advanced search) and its simple search both require a CAPTCHA and cannot be posted programmatically, but one public register on the same portal is open: Διαγωνισμοί που έχουν αποσφραγιστεί, the opened-tenders register at /epps/common/viewOpenedTenders.do, which holds about 18,400 records and accepts a title search with no CAPTCHA. That register is how the rail pre-feasibility study was found, and it was swept on the Greek stems σιδηροδρομ, σιδηρόδρομ, τραμ, τροχιόδρομ, μετρό, σταθερής τροχιάς, Μαζικών Μεταφορών and Προμελέτης Σκοπιμότητας. The stems return noise as well as signal — μετρό matches υδρομετρητές (water meters) and φασματόμετρο (spectrometer), and τροχιόδρομ matches Department of Forests contracts for forest tracks — and once the noise is removed exactly three rail-scope records remain, on two subjects: the 2026 pre-feasibility study, and the two procurements of a linear park on the old railway alignment at Kokkinotrimithia.
