Its Transforming Rail in Virginia programme is carried in the Commonwealth Transportation Board's FY2027 Six-Year Improvement Program at $1,759,958,889 total programmed, of which $1,584,977,778 is the I-95 Corridor and $174,981,111 the Western Rail Initiative. VPRA's own Amended FY27 Budget of 27 August 2026 puts the I-95 Corridor programme at $4,719.2m of expenditures to completion, headed by Long Bridge North at $1,648.4m and Long Bridge South at $1,016.3m. It bought three segments of railroad right of way from CSX Transportation for $525,000,000 under the Comprehensive Rail Agreement and the Manassas Line interests from Norfolk Southern for a purchase price of $358,900,000. It contracts with Amtrak for Virginia state-supported service under section 209 of the Passenger Rail Investment and Improvement Act; the FY26 service carried 1,441,424 riders against a goal of 1,350,000 and earned $92,691,217 against a goal of $82,700,000.
