100 per cent design. The construction contract for this project is bought by CSX, not by VPRA: CSX released its invitation for bid in August 2026 and construction bids are due at 12 noon Eastern in October 2026. CSX's own solicitation, as VPRA republishes it under Partner Opportunities, sets a first notice to proceed in October 2026, a second in March 2027 and construction completion in June 2029. VPRA's own programme documents give different dates and all four are carried below. The signal cutover at the new Beltway Interlocking is complete and track and signal work for the retirement of Ravensworth Interlocking is complete. Sixteen of fifty-six right-of-way acquisitions are complete and offers have been made on every parcel.
