The agreement was signed by CSX Transportation and the Virginia Department of Rail and Public Transportation and assigned to VPRA at the VPRA Board meeting of May 2021; a closing amendment for Segment 1, four further amendments to the Comprehensive Rail Agreement and three amendments to the Joint Operating and Maintenance Agreement have followed and are published. VPRA's Transforming Rail in Virginia right-of-way transaction costs are carried separately.
