VPRA's Board took the transaction at its meeting of December 2025 and carried a motion to authorise an FY26 budget adjustment for the Shenandoah Valley Corridor grant, with one abstention; the minutes of May 2026 record that the Executive Director's Report covered the transaction again and that a board member asked for an explanation of the Commonwealth Transportation Board vote on it, but they neither date nor describe that vote and VPRA publishes no other record of it. VPRA does not buy the line or build the trail: it administers the money as a grant and the grantee procures. Nothing has been advertised by VPRA.
