Design and construction, estimated completion 2030. VPRA's Executive Director's Report of August 2026 records 90 per cent design in progress, work continuing on the northern and southern abutments of the new rail bridge, an additional bulkhead being built on the Virginia shore for marine construction access, and the Mount Vernon Trail detour open to the public since July 2026. Completion of the scope validation period was expected in autumn 2026. Two of three right-of-way acquisitions are complete, from the National Park Service and Arlington County.
