Rail Baltica statyba is Lithuania's shareholding vehicle in the Rail Baltica joint venture and the publisher of the Lithuanian Rail Baltica programme site. It sets out the Lithuanian implementation in four segments — Kaunas to the Lithuanian/Latvian border, the Kaunas railway node, the Polish/Lithuanian border to Kaunas, and Kaunas to Vilnius — and states that Lithuania is building a 114 km section between Kaunas and Panevėžys together with 10 km of European-standard track. On the Polish border to Kaunas segment it records that Lithuania completed the first Rail Baltica stage and laid the European-gauge line from the Polish border to Kaunas (Jiesia), with the modernised line now being designed to include regional connections to the existing gauge, which will continue to be used for freight and military mobility. On the Kaunas node it records that LTG Infra's own design unit is doing part of the design work and the rest will continue to be bought on the market through public tenders. On Kaunas–Vilnius it records that design activities will begin once spatial planning is complete. Its published headline facts give a maximum design speed of 249 km/h for passenger trains and 120 km/h for freight, and 'about EUR 5.8 billion investment in the region, of which up to 85 per cent will be financed from EU funds'.
