That is the buyer's own published reason and it is carried here: the procedure ended on the buyer's funding, not on anything a bidder did. No relaunch of the Vilnius–Kaunas design procurement is published on TED as of September 2026, and the Lithuanian implementing body states that design on the Kaunas–Vilnius segment will begin once spatial planning activities are complete.
