RB Rail AS is the project coordinator for Rail Baltica and the contracting authority for the cross-border and consolidated competitions, including the Lithuanian design and construction-supervision contracts. Its published finances give Phase I capex of EUR 15.3 billion against socio-economic benefits of EUR 23.4 billion and a wider economic impact of up to EUR 22 billion, EUR 45.4 billion of economic impact in total and annual GDP growth of 0.5–0.7 per cent; it states that the project has been financed predominantly, up to 85 per cent of total eligible costs, by the Connecting Europe Facility with additional contributions from other EU instruments including Military Mobility and co-financing from national budgets, and that more than EUR 4 billion of project funding is currently available. Its progress statement for Lithuania records 114 km of mainline under construction with the first tracks being laid, and that bridges, rail systems and other key infrastructure are taking shape along the corridor. It also records that the electrification design-and-build contract is awarded, that signalling and control-command procurement is under way, that consolidated purchases of key substructure materials are complete and that framework agreements are signed for sleepers, rails, ballast and turnouts.
