In the Engineering phase of the FTA's Capital Investment Grants programme, entered January 2017, with the construction grant estimated for early 2027 and non-CIG matching funds recorded as In Progress. The Council states that project staff will complete 90 per cent design by summer 2026 and 100 per cent by autumn 2026 and that construction is anticipated to begin in 2027. The Federal Transit Administration published an Amended Record of Decision in August 2025 concluding the federal environmental review, and the Council determined the Supplemental Final Environmental Impact Statement adequate in September 2025.
