Four bids were received in May 2026 and the low bid exceeded the construction estimate by 44 per cent. The Council states that the design consultant will be asked to consider alternate reduced scope design options that allow the project to be built with existing funds and that a new solicitation will be required for the revised design; no re-advertisement appeared on the Council's Contracting Opportunities list in September 2026.
