Implements Rail Baltica in Latvia and is the contracting authority for the largest rail procurement programme in the country. Under the Phase I scope the Latvian government defined in December 2024, the 1435 mm mainline from the Lithuanian border to Estonia outside Riga is planned at 202 km, built in Phase I as a double-track substructure with one track laid, with two infrastructure maintenance points at Iecava and Skulte and 16 potential regional stations identified along the route including the Riga loop. Outside Riga the mainline requires 60 railway bridges, 85 road overpasses, nine animal crossings, 12 million cubic metres of embankment and 71,000 tonnes of rails. Financing is secured for the first 52.66 km of the southern section, and the priority southern section Misa–Latvian/Lithuanian border of more than 40 km carries three railway bridges, five railway overpasses, ten road overpasses, three combined overpasses and the Iecava maintenance point. It is also the buyer of the Riga Central Station complex — a structure more than two kilometres long through the city centre, with a new Daugava rail bridge — and of the station at RIX Riga Airport, whose full scope is a 4.5 km line on viaduct and embankment with a multi-level station.
