The implementing body states that this is a FIDIC framework agreement setting a maximum contract sum and that the cost of each individual route section is calculated once the detailed design is received, so the figure is a ceiling rather than a contracted price for a defined scope. Works began in the priority southern section; around 30 km of Latvian mainline is under active construction on the project's own report.
