Rail Baltica RIX Riga Airport station infrastructure

Nine contract-modification notices sit on one procedure — EDZL2019/2CEF, LOT-0001, tender 8 — and each carries the cumulative contract value after a further change order. The latest, 77279-2026, was dispatched and published in February 2026, carrying a BT-720 value. Four of the nine fall in January and February 2026 and each states its own change order and amount: VO RIXC 013, additional utility and road rebuilding on the concrete-plant site after the construction of Rail Baltica viaduct VI04, adjusting the contract value (dispatched January 2026); RIXC 012a, additional remediation of contaminated ground with a 95-day extension moving completion of part C of optional stage II from June 2026 to September 2026, adjusting the contract value (January 2026); RIXC 008b, works added and works no longer needed removed to finish the P5 car park, adjusting the contract value (February 2026); and RIXC 021, additional external-wall works, adjusting the contract value. Sorted by dispatch time the series is strictly monotonic and every step reconciles to the cent with the amount the notice states in words; the publication numbers run in the opposite order to dispatch within both days, which is why they do not read in sequence. None of the nine is a corrigendum: change-notice-version-identifier, change-reason-code and change-reason-description are empty on all of them and each is notice version 01. The tenderers named throughout are Ceļu būves firma SIA "BINDERS", AS "LNK Industries" and SWIETELSKY AG, each printed on the notices as winner of LOT-0001. Works began in late summer 2021 and are staged against available funding; the government's Phase I scope requires the terminal and viaduct works to be completed so that the existing-gauge network can reach the new infrastructure and services can run from Riga Central Station to the airport.
