Sets Latvian transport policy and holds the state's shares in Latvijas dzelzceļš, Pasažieru vilciens, Eiropas Dzelzceļa līnijas and the Road Transport Administration. It is the programme owner behind the Indicative Railway Infrastructure Development Plan for 2025–2029, approved by the Cabinet of Ministers on 11 November 2025 at approximately EUR 784 million, and, on the implementing body's own statement, supervises performance of the Rail Baltica mainline contract in Latvia. It is also the department taking forward the railway-sector reform set out in the informative report On the Integration of Railway Sector State-Owned Companies, considered by the Cabinet of Ministers on 10 June 2025, under which LDz is foreseen as the manager of the infrastructure built for Rail Baltica and the state's direct holding in Eiropas Dzelzceļa līnijas would be contributed to LDz's share capital.
