Funded in part and awaiting grant decisions. ODOT's draft 2027 State Rail Plan lists the project under Other Projects in its recent rail programme funding table with an asterisk denoting pending discretionary grants, funded by federal money, Amtrak, BNSF Railway and state Connect Oregon funds. The plan's project spotlight states that Portland Union Station and the Willbridge Crossovers are both advanced projects with completed preliminary engineering and design funded by the Federal Railroad Administration, and that both have obtained environmental clearance under NEPA. ODOT's 2025 Amtrak Cascades annual report places construction of the Willbridge Crossovers in 2027-2028, pending grant approvals. No solicitation for it was open on OregonBuys on the run date.
