ODOT's draft 2027 State Rail Plan lists Eugene Layover under Other Projects with the asterisk denoting pending discretionary grants, funded by federal money, Amtrak and state Connect Oregon funds. ODOT's 2025 Amtrak Cascades annual report places construction of the Eugene Layover Track in 2027-2028 pending grant approvals, alongside the Willbridge Crossovers. The plan's near-term state-identified passenger rail investments include Eugene Station Track under network mobility. No solicitation for it was open on OregonBuys on the run date.
