Executing. VRE executed the Manassas Line Funding Agreement with VPRA in April 2025 following VPRA's purchase of the line from Norfolk Southern, and made the initial payment in November 2025 using Commuter Rail Operating and Capital funds. Federal 5307 and 5337 grants are in place to complete the purchase of Seminary Yard, the Broad Run Corridor and the platform easements, which VRE expected by the end of FY2026; future 5337 funds are expected to complete the operating easement, with additional non-federal funds from an as yet undetermined source.
