The most significant change in Valley Metro's 2026 Transit Life Cycle Program update is the prioritisation of the West Phoenix Extension ahead of the Capitol and I-10 West extensions, which are now deferred; unused Proposition 400 Public Transportation Fund originally slated for the Capitol capital project and I-10 West planning is reallocated to cover West Phoenix planning and capital. Planning expenditures began in FY26, capital funding is scheduled to begin in FY30 and revenue service is projected for FY37. The project's own fact sheet gives a preliminary timeline of planning 2026–2027, preliminary engineering 2028–2029, design 2030–2031, construction 2032–2036 and opening 2036, and says it is subject to change. Valley Metro states that the remaining Proposition 400 balance for West Phoenix is still being finalised and continues to fluctuate while the real estate litigation obligations on the Northwest Phase II and South Central extensions are settled. The figures carried are budgets and programme costs, not awards; no contract has been let.
