That meeting has taken place, but no minute of it was read: Valley Metro's packets are published one per month with no year in the name, and the December 2025 and January 2026 packets — the two that would print the November 2025 minute — return HTTP 403 with a 254-byte body, tested again in September 2026. The record therefore stays at its pre-award status and the figure is carried as the not-to-exceed value the board was asked to authorise, not as an award. Valley Metro's purchase order register for March 2026 separately records purchase order 50004145 of March 2026 to Siemens Mobility Inc for 'Light Rail Vehicles'; Valley Metro does not say which contract that order is issued against and this file does not attribute it.
