Valley Metro states that the extension has entered the engineering design phase, that the phase is anticipated to be completed in 2027, and that during it the project team will study route options, estimate costs, identify potential challenges and develop initial designs before moving forward with final design and construction; after it, the Mesa and Tempe city councils will decide whether to proceed to the Federal Transit Administration's Project Development phase. Valley Metro's May 2026 quarterly strategic plan update records that it continues planning and conceptual design with traffic studies and roll plot layouts being refined in coordination with the cities of Tempe and Mesa. The figure carried is a capital budget, not an award; no construction contract has been let. Valley Metro's 2026 Transit Life Cycle Program update notes that Rio East-Dobson is not funded with Proposition 400.
