Complete: revenue service began in January 2024, taking the Valley Metro Rail system to 30 miles. Not financially closed: Valley Metro's 2026 Transit Life Cycle Program update lists Northwest Phase II among the remaining Proposition 400 projects, programmes Proposition 400 Public Transportation Fund to it after FY2026 (in FY2028 and FY2029), programmes higher estimated costs for its two light rail vehicles, and records uncertainty relating to real estate litigation for this and the South Central extension. The Valley Metro Rail FY27–FY31 capital program carries funding for it, part of that in FY27. FLAG: two published revenue-service dates. Valley Metro's project page and fact sheet both say January 2024; the City of Phoenix Transportation 2050 Annual Progress Report FY2025 says 'Service began January 2024' in its high-capacity transit progress table and 'Service began January 2024' in its project list four pages later. Both are carried and neither is reconciled.
