Deferred, and out of the federal grant pipeline. On January 2026 the Phoenix City Council voted to re-evaluate high-capacity transit options for west Phoenix and to prioritise the proposed West Phoenix corridor along Indian School Road. Valley Metro's own statement records that, following that decision, it will exit project development and the Capital Investment Grant process for the Capitol Extension and will advance planning of the West Phoenix study; its quarterly strategic plan update of May 2026 records that Valley Metro and the City of Phoenix notified the Federal Transit Administration that the Capitol Extension will exit the Capital Investment Grant process. The 2026 Transit Life Cycle Program update moves the project's open year from 2029 to 'to be determined', reallocates all unused Proposition 400 Public Transportation Fund from the Capitol Extension to West Phoenix, and leaves Proposition 400 programming in FY2027. The Valley Metro Rail FY27 capital budget carries no funding for the extension, a reduction of 100 per cent from the FY26 budget. The figure carried here is a programme cost, not an award.
