A published city funding commitment, not an award. The City of Phoenix Transportation 2050 Annual Progress Report FY2025 states that T2050 includes an investment to expand and improve the city's high-capacity transit network over the next five years, that the plan includes light rail improvements and the development and implementation of bus rapid transit, and that other funding sources beyond the T2050 sales tax include federal grants, the Regional Public Transportation Fund, fares and advertising. Phoenix does not let light rail construction in its own name: the work is let by Valley Metro Rail, Inc., of which Phoenix is a member city, so this line is carried as the city's programme budget and is never added to Valley Metro's capital programme lines.
