The ODOT director has chaired the commission since 21 October 2025. The Commission awards and can terminate rail franchise agreements (ORC 4981.29) and is statutorily exempt from Sunset Review because of that power — governance distinct from ODOT's Office of Transit (b_oh_odot), which is a line division with no commission of its own.
