Step 1 only. The Federal Railroad Administration's Corridor ID Program Monthly Obligation Status Report, last updated March 2026, records both Virginia corridors with a Step 1 obligation date of May 2024 and Step 1 obligation funds, and no Step 2 or Step 3 obligation date or amount for either. DRPT's FY2027 programme nonetheless allocates Step 2 service development plan money from FY27 and combined Step 3 preliminary engineering and NEPA money from FY30, and shows federal funds as unobligated each year. No Step 2 consultancy has been advertised.
