Phase 1.3, the through-freight bypass contractor work, was completed in mid-2025 and phase 1.1, state-of-good-repair work on the 2 Thru Freight Track, by Amtrak in November 2025. Phase 1.4 signal work by Amtrak was anticipated complete in May 2026. For phase 1.2, slope stabilisation, a contractor has been selected and given notice to proceed, and PennDOT, Amtrak and SEPTA were coordinating the schedule and track outage plan for a start in Q3 2026; the contract was advanced early to allow for long-lead materials.
