Under an intergovernmental agreement of 1 July 2021 with the Department of Commerce and its Division of Public Railways it holds the bidding, award, construction and operating responsibility for the Navy Base Intermodal Facility, the near-dock rail yard on the former Charleston Naval Complex that CSX and Norfolk Southern will both serve. Rail moves at Inland Port Greer reached a record in fiscal 2025 and the Greer expansion was completed in March 2025. Its Board approved the Leatherman Terminal berth 2 construction contract on 19 November 2024 and meets monthly.
