Ownership and structure
- regulated by ACF — LINEAS of Belgium is one of only three holders of a single freight safety certificate for the Luxembourg national network in the ACF's 2025 register, alongside CFL cargo and Hexafret of France; its certificate, issued through the ERA one-stop shop with the ACF for the Luxembourg area of operation, runs to 18 March 2026 (active · since 2024)

Table 1 lists the certified rail actors using the national rail network: CFL Gestionnaire Infrastructure (Luxembourg) holds a safety authorisation valid to 16.04.2028; CFL Entreprise ferroviaire (Luxembourg) a single safety certificate for passenger operations to 29.07.2029; CFL cargo S.A. (Luxembourg) a single safety certificate for freight to 28.10.2026; LINEAS (Belgium) a single freight certificate to 18.03.2026; Hexafret (France) a single freight certificate to 27.10.2029. Chapter 4: the Sillons division handled 50,391 path orders in 2025, representing 319,887 train runs, with 1,353 no-shows of which 20 per cent passenger, 35 per cent freight and 45 per cent infrastructure manager; 56.6 per cent of path orders were cancellations; 1,004 medium- and short-term train notices and 8,223 very-short-term train notices were issued and 660 short-term works notices checked and validated. Of all train categories run, 58 per cent were passenger (V140 47 per cent, HPV140 11 per cent), 39 per cent freight and 3 per cent infrastructure-manager. Chapter 3: the two tram safety documents were renewed in 2022 for five years to 28.11.2027; no new tram was authorised in 2025; since 2017 the ACF has authorised 33 seven-section Urbos trams, one multifunction road-rail vehicle and one road-rail sweeper; on 28 February 2025 the ACF issued the entry-into-service authorisation for the structural subsystems of section E, Luxexpo to Findel Luxembourg Airport, under identification number LU 60 2025 5001, adding the stations 'Heienhaff P+R' and 'Findel-Luxembourg Airport' over 3.9 km and linking Kirchberg to the airport; 192 tram-driver licences have been issued since 2017.
