How the Canada rail and metro market works

Canadian rail is federal freight and passenger railways regulated by Transport Canada (Railway Safety Act) with VIA Rail and Alto as federal Crown corporations, and provincial transit delivered by provincial agencies — Metrolinx with Infrastructure Ontario as procurement lead in Ontario, CDPQ Infra (the Caisse's infrastructure arm) building and owning the REM in Québec, the Province of BC and TransLink in British Columbia, and cities (Calgary, Edmonton) in Alberta — mostly through P3, progressive and alliance contracts. Housing, Infrastructure and Communities Canada co-funds through the Canada Public Transit Fund. Alstom is the only OEM with Canadian plants; Class I freight is CN and CPKC.
