The same March 2026 meeting also approved a contract amendment with HDR Engineering for Red Line planning and design, tracked separately as t_nc_cats_red_line_design_hdr; the appropriation recorded here is the budget-ordinance companion to that larger design-contract action, not a standalone design spend.
